The original Windows Notepad is probably one of the most useful program of all times. It is small, fast and always works without a problem. Mafiatic Notepad is a free text editor which follow this principle, but it also highlight syntax for HTML and other common languages. Mafiatic Notepad works on Windows 9x, Me, NT, 2k, XP and 2003.
